If you can move it with the engine running, but not with the engine off wouldn’t that point to a problem with the power steering system since it receives power when the engine runs?
So everything is good again...well after replacing the IACV, TPS, and getting my ECU rebuilt by Circuit Board Medics. Next week Im going to have the coolant lines bypass the IACV so this issue "p0505 spiking the ECU" problem doesn't happen again.

Before you replace the motors, clean the window tracks and spray some silicon lubricant in them. Mine went from not rolling them up well, to acting just fine.
