These vehicles sometimes take a lot of abuse. If you've ever driven through deep water you could have some contamination in the oil. Impact would be the way to go. If you try the 1/2" drive breaking bar then tap the plug head a few time with a hammer to let it know that you're serious.

Excess air causes white smoke. More than likely it's really steam from a coolant leak.

The symptoms still sound like mechanical slop somewhere. Before spending hundreds on a new rack and pinion assembly make sure the steering column is tight. No backlash between the input and output of the gearbox under the hood and also the flex joint where the steering column enters the pilot valve....

How much movement on the tie rods are you talking about? How about with the motor not running, can you still move the tires? That's where you can see if the mounting bushings are slipping or not. Have your friend try to turn the steering wheel back and forth with the motor not running and the wheels...

Both front and rear motors are identical from the same side. They are mirror images of the motor from the opposite side.

Belts are not a big ticket item. It wouldn't hurt to change them and be ready for the hot summer driving season coming up. They're so much easier to change in a shop than on the side of the highway. I'd be equally concerned about the radiator hoses and heater hoses, especially the 90 degree 1/2"...

A pair of after market axle assemblies are not all that expensive and pretty easy to change. It sounds like they're shot.

I would try an impact driver, one of those tools that twist a little when you hit the back of it with a hammer. Doesn't matter if you ruin the screw head since you're not going back with them.
