Honestly, that sounds about normal. First you would have to make sure there isn't any play in the steering and suspension components, like the tie rod ends, wheel bearings and rack mount bushings. The outer tie rods would then need to be disconnected from the knuckles and a tension gauge is used to pull on one of the tie rods; the measured tension is then compared to service manual specs. If out of spec, there is a large locknut on the rack and pinion that needs to be loosened so the adjuster can be tightened/loosened as necessary to achieve the proper tension spec. If you over-tighten, you can cause pre-mature wear to the R&P and/or experience binding in the steering.
