P0447 code after replacing vent valve

Hey guys,
I own a 2002 pathfinder, auto 4x4. I have made a bunch of repairs in order to get the car to pass safety and emissions in my state. I had fixed a p0455 large evap leak. This was a crack in the charcoal canister where the vent valve mounts to. Once I cleared that code and drove around, I got the p0447 code. Testing the vent valve revealed that it was seized. So I bought a new one and tested it before mounting it.

I cleared the code again, and after a few starts the code came back again. I'm not sure what to do if I have a new and tested vent valve. Any suggestions would be greatly appreciated, thanks.

UPDATE: I tested the connector for the vent valve and it indeed does have 12V with the key on. That makes this CEL even more confusing.
