Fuel Filter

Anyone ever had a broken fuel filter bracket? Existing owner cut it to replace the filter then but tie straps to hold it in the bracket. Is this safe? :?: :?:

as long as the filter is not rubbing against anything and fuel is not leaking it's ok. the tie strap is not pretty but it works.
