Remote won't program (tried step by step factory program)

2001 pathfinder LE

I cannot get my remote/keyfob to program. I've now changed the battery twice just to make sure. i also purchased another fob off ebay to see if that was the problem. Neither will take the program. Is there a make/model or version of our remotes that I must have for certain build dates?

Here's what I have done:
close driver side door and lock with drivers side lock button.
insert key into ignition and fully remove 6 times within 10 seconds.
I get the hazards to flash.
insert the key and turn to ACC
push button on keyfob
nothing happens.
take out the key and open the door. keyfob doesn't work.

I've tried a dozen times to no avail. Is there a fuse that needs replaced? Anything else to try? Here is the keyfob info I have:
