1997 crank pully question

hello,
have a squeaking/squealing noise... changed both idlers, left the belt off the AC, still there...

looking while engine running and reving moter, I noticed the Crank pully would "move" out/away from block while giving gas...

pulled it all apart and it will turn loose if I push it back against block and lock up tight if I pull it away from block?

is this normal?

it seems very tight and has no play, that is why I wonder if it's planned that way..

ok, found out it should not turn free...

rubber between the two pieces of steel, odd design, made to fail it seems...

$200 at Advance Auto parts...
