Installing a brush guard on a 96 pathy issues

I have a 96 pathfinder and bought a brush bar for the front. No surprises tht the kits holes for the pieces that I bolt onto the front cross member dont line up. Would i be better drilling the cross member or the plates that attach to the brush bar?? i am also thinking about welding the plates onto the cross member, or is this a stupid idea ???

If it were me, I would return it. Fair warning, I bought a cheap one for mine figuring I'm not planning on running over trees but I like the look. The steel is so thin it wobbles every time you hit a bump. Trust me, anyone in the passenger seat will make a comment about it.
