that's crazy! Unless the guy spend 2 hours diagnosing a simple 2 wire circuit, they're taking you for a ride. Besides that, you can't "blow" the ground, even if it shorted, it would only pop the fuse. Check for power, then ground, then just replace. You can test them independently to see which is faulty. That should have taken about 5 min to access and test. I have seen lots of horns on R51's go. There are 2 of them - front, drivers' side corner of engine bay if i remember....
