The thing is though I haev brand new shocks on there, but they are OEM shocks.

I would rather just do one, either shocks or bags, but I want to make sure that if I do the air bags that it will ride well or not be super bouncy due to a sub par shock.

Not a tech myself, but the "shudder" is the typical sign that the rad leaked into the fluid. I am willing to bet if you keep driving it that fluid will turn milky. I am guessing you are out of warranty, so my plan of action would be to do a flush on it asap and put a new Rad in it. You may...

I have read alot on here, and I have the rear bottoming issue that everyon has. I had the dealer put on new stock shocks, but same issue.
