My first thought was the fans not kicking on, but you ruled that out. My next thought is you have an air bubble in the radiator, presumably from the radiator repair, causing a random blockage. I don't know the exact procedure for our vehicles, but you might research "burping" the coolant.

One simple quick test you can do is turn the ignition on, but do not turn it over, and listen for the fuel pump to prime. With everything turned down/off you should be able to easily hear it. I had a very similar squealing about 4 months ago in my 98 Q. Turned out it was the bearings in the distributor going bad. Like was previously posted, it could be anything. Hopefully you have a good ear.
