I'd get real fine sandpaper and buff out the rust. Use some paint thinner to clean out the dust and let it dry for a few minutes. Then apply touch up paint to it. I'm no paint/body specialist but that's what I'd do. If it starts to rust again, then I'd seriously suggest taking it to a shop.
Another suggestion is contacting a local dealer. They have body specialists who come by and do small repairs on trade ins. Maybe one of those people can help you out. I'm thinking a body shop may try to rip you off stating the entire hood needs to be repainted.
