Sure, but there are filters that can be built for much longer service than the old "in-line" type basic fuel filters. If they design a filter to last as long or longer than the pump, why not? Outside of my diesels, fuel filter isn't on my list of maintenance items these days. I have a couple 200k miles cars under my belt that never needed a filter or pump. The last non-diesel I recall owning that even had a serviceable fuel filter was my '03 Silverado. IMO all filters need cleaning or changing regularly. Otherwise what's the point of a filter.
My '96 Accord has never had the filter replaced. It has 233K on it now. The oil change shop always tries to sell me on it, but I haven't bothered yet.
