Starter spinning even with relays unplugged

So i was driving to work and heard a bad clicking and felt a big drag on the truck pulled over and the starter was smoking, i tried to turn off the truck and it was trying to start

i replaced the starter and everything was good for a few starts and then it would keep spinning again so i removed both blue relays on the passanger side and the blue one on the driver side, i cant even put the negative cable on the battery because it arcs like crazy and the starter keeps spinning.

is there anything im missing?

You replaced starter solenoid as well , I assume the new starter came with one !?

You could have a faulty new starter, something that's not uncommon when it comes to aftermarket reman. starters.
