Transmission Control Module

My 94 pathfinder sometimes starts out in 2nd or 3rd gear, wont shift higher or lower. I have to turn off the engine and restart engine then it might start in 1st like it's supposed to.
Sometimes I start the vehicle, put the lever in Drive and I can feel it want to start in high gear, i feel it searching and it might downshift to normal.
Would that be the Transmission Control Module? Where is it located?
