Tail light issue

Just bought a 1989 SEV6 and other then one little issue the truck is perfect.
The tail lights do not work.
Anyways, the brake lights do work, so my first though was the bulb.
Checked them and they are fine. Even replaced just for good measure and no good.
Checked all fuses under the dash. They are all fine but I would have assumed it shared the brake light fuse anyways.
The wiring to the socket looks fine, but there is no power going to it.
Is there a common issue with the tail lights on this model because right now short of ripping the truck apart to replace all the wiring, I can not figure it out.
Also, there is 3 wires that go to the socket.
Black is obviously ground.
Then there is a green and a brown which one is brake and which one is tail?
