Fan blower not blowing

I have recently bought a R50 Pathfinder that has a problem with the fan not blowing at all, whatever speed it simply doesnt blow. AC compressor working, just not fan forced. I have the electronic climate control (Aus model) and the display looks good, all functions appear to be working as you would expect.

Here is what i have done so far:

1/ checked fuses - all ok
2/ checked relays - all ok
3/ replaced fan control amp with brand new one from courtesy parts (was convinced that was the solution, but didnt make any difference).
4/ have wired fan blower direct to 12v and it works.

I dont have a voltmeter but am about to buy one. Does anyone have any suggestions before i give up ?
